Governor Robert Miller Declares
“Basque Language Friendship Days”


In recognition of the close ties between the people of Nevada and the people of the Basque Country, Governor Robert Miller prepared a proclamation declaring September 2-4, 1992 as “Basque Language Friendship Days” in honor of the presence in Reno of the IV Onomastics Conference. Joseph Crowley, President of the University of Nevada, Reno, presented the proclamation to Endrike Knörr, President of the Onomastics Commission of Euskaltzaindia, and to José Luis Lizundia, Secretary of the Commission, during the opening ceremonies on the morning of September 2. Governor Miller was unable to attend due to a scheduling conflict.

In his opening remarks, President Crowley welcomed the twenty-three foreign scholars to the University. “We are especially honored to have the Academy of the Basque Language choose our University for this event because this is the twenty-fifth anniversary of one of our centers of excellence, the Basque Studies Program,” said Crowley. “We feel a close relationship with the people of the Basque Country through ties established between the University of Nevada, Reno and the Basque Government in March of 1988.” That agreement provides scholarships for Basque students to study in Reno and for American students to study in Euskadi, and it also provides the means whereby visiting professors from Euskadi can spend a year in residence at the Basque Studies Program.

President Crowley also mentioned the University Studies Abroad Program, led by Dr. Carmelo Urza, and its activities in the Basque Country, and he spoke of the Sister Cities relationship between Reno and Donosti-San Sebastián. When referring to the Monument to the Basque Sheepherder, Crowley shared the story of his trip to the Basque Country where he met the monument’s creator, artist Nestor Basterrechea.

A Proclamation by the Governor

Whereas, the Academy of the Basque Language, Euskaltzaindia, has chosen the University of Nevada for the location of its Fourth Onomastics Conference to be held on the Reno Campus from September 2-4, 1992; and

Whereas, the Basque Studies Program of the University of Nevada, Reno has been designated a Center of Excellence at the University and is celebrating its twenty-fifth anniversary under the direction of Coordinator William A. Douglass; and

Whereas, the people of the State of Nevada enjoy a special relationship with the people of the Basque Country because many citizens of the Silver State are of Basque origin; and

Whereas, this special relationship between the citizens of Nevada and the wonderful people of the Basque Country is further strengthened by the Sister City relationship between the cities of Reno, Nevada and Donosti-San Sebastiá n in Gipuzkoa, Euskadi, the interaction between the University of Nevada, Reno and the Basque Government, and by the Basque Studies Program and the University Studies Abroad Consortium, which operates a program of study in the Basque Country; and

Whereas, the people of the State of Nevada do hereby proclaim to the Academy of the Basque Language, known as Euskaltzaindia, that from this day forward the bonds of friendship and the exchange of knowledge between the people of the State of Nevada and Euskaltzaindia have been strengthened and shall remain forever strong and of great and historic significance.

NOW, THEREFORE, I, BOB MILLER, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim September 2-4, 1992 as

BASQUE LANGUAGE FRIENDSHIP DAYS

and so hereby enjoin all people of Nevada and of the Basque Country to rejoice in our understanding and affection for each other and, further, to encourage people throughout the world to emulate the understanding, respect and esteem existing between the peoples of the State of Nevada and the Basque Country as a means of sustaining peace throughout the world.

In Witness Whereof, I have hereunto set my hand and caused the Great Seal of the State of Nevada to be affixed at the State Capitol in Carson City, this 31st day of August in the year of Our Lord one thousand nine hundred and ninety two.
