A Mutual Agreement
Eusko Ikaskuntza and the Basque Studies Program

Gregorio Monreal, President of Eusko Ikaskuntza-Sociedad de Estudios Vascos (EI-SEV) and William A. Douglass, Coordinator of the Basque Studies Program, met in Donostia (Euskadi) on December 15, 1995, to sign an agreement or “convenio” between the two scholarly organizations. The EI-SEV was established in 1918 and then lay dormant for some years, but re-emerged in 1978 under then President José Miguel de Barandiarán. Quality of university teaching and research are central concerns of the EI-SEV, along with the international projection of Basque culture. The Basque Studies Program of the University of Nevada, Reno (UNR), is a center of documentation and information for scholars throughout the world. It is dedicated to the research and preservation of Basque culture on a scholarly level. With so much in common, an agreement between the two organizations makes a great deal of sense.

As a result, Monreal and Douglass signed the agreement in which UNR and EI-SEV recognize each other as superior centers of research. In addition, they agree to collaborate in the realization of an interuniversity International Center for Advanced Studies, where Professors from the University of Nevada and/or the University Studies Abroad Consortium will be invited to give courses.

They also propose the foundation of a Julio Caro Baroja chair at Reno in the area of Basque history, anthropology and law, and they agree to organize a tri-annual meeting of academics from the U.S. and the Basque Country who are involved in Basque studies.

In addition, they will make available to each other the reciprocal use of their respective research patrimonies and cooperate in the creation of electronic windows of information for material on Basque studies. Both entities will work together to disseminate research in the field, and the BSP will cooperate in the publication of the journal Revista Internacional de Estudios Vascos (RIEV).

Furthermore, EI-SEV will collaborate in the consolidation of Basque sources in the Basque Library, and the BSP will participate on the jury of the annual Eusko Ikaskuntza-Caja Laboral Prize for scientific excellence in social sciences and humanities.

Carmelo Urza, Coordinator of the University Studies Abroad Consortium, also signed the agreement, thereby consenting to the details under item two regarding participation of professors in the teaching of courses at the International Center.

The Basque Studies Program is greatly honored by the opportunity to work in conjunction with Eusko Ikaskuntza in the formulation and realization of such lofty scholarly goals. Here’s to a fruitful collaboration!
